Statutory Roadmap & Regulatory Due Diligence

Registration Roadmap — Start to Finish

The official start-to-finish regulatory pathway for establishing and operating a licensed coal-sector trade body in Pakistan under the Directorate General of Trade Organizations (DGTO) and Securities and Exchange Commission of Pakistan (SECP).

Recommended Legal Route & Statutory Guidance

DGTO Trade Organization vs Society:

Do not assume that a simple Punjab society registration confers the status of a DGTO-licensed trade organization. SECP mandates that a Trade Organization must obtain a DGTO licence before incorporation as a company with SECP.

National Body with Punjab Chapter:

The Trade Organizations Rules define an association as an all-Pakistan body representing a specific trade, industry or service. Therefore, the approved national entity operates with the Punjab Chapter as its premier provincial unit.

* Current legal reference: Trade Organizations Act 2013 & SRO 1057(I)/2023 (Two-Year Tenure Framework).
